Work Stoppage Concluded – Operations Resuming

With the work stoppage now concluded, normal operations have resumed as of today.  For any chassis eligible for per diem relief, please ensure that claims are submitted via the online form by close of business Friday October 11, 2024 at 5:00PM EDT for timely processing.

Per Diem Relief Program for chassis mounted with Empty Containers

All SACP 3.0 chassis with an associated empty container on the street at the start of a work stoppage, or made empty during the work stoppage, will not incur charges for those days the ports are closed due to the work stoppage and for the period that the empty is reported to CCM; charges will resume 48 hours once stoppage is over. All chassis will continue to be associated to the motor carrier that last out-gated the chassis. Motor carriers associated with an off-terminal SACP 3.0 chassis will be responsible for its welfare, as outlined in the SACP 3.0 Master Chassis Interchange Agreement and/ or the SACP 3.0 Tariff.

In order to receive per diem relief for chassis mounted with an Empty Container that you are unable to return, please complete and submit Per Diem Relief Form, with all requested information to ensure chassis identification.

All relief requests will be reviewed and logged as they arrive and once the Empty Container and Chassis are returned to an SACP 3.0 Start Stop location that has been affected by the ILA work Stoppage within 48hrs of the gates re opening a usage credit will be applied to your account.

Update #1 9/30/2024

Consolidated Chassis Management is monitoring the contract negotiations between the United States Maritime Alliance (USMX) and the International Longshoremen’s Association (ILA) and preparing for a potential work stoppage following the expiration of their master contract at 11:59 p.m. on Monday, September 30, 2024. 

If a work stoppage does occur, facilities in the South Atlantic Chassis Pool may be impacted, including but not limited to:

  • Savannah
  • Wilmington
  • Jacksonville
  • Tampa
  • Charleston

Details regarding locations accepting bare SACP 3.0 chassis during any work stoppage will  be available on ccmshipments.com. Consolidated Chassis Management will offer per diem relief to motor carriers in markets where all return locations have reached full capacity and are no longer accepting returns. To be eligible for relief, a motor carrier must demonstrate that it was in possession of a bare SACP 3.0 chassis at the time of the attempted return. To request per diem relief, motor carriers should contact CCM as identified below. If granted, relief will commence on the day following the date on which motor carrier attempted the return and continue until the date on which any in-market location resumes accepting bare SACP 3.0 chassis. Additional details will be available on www.ccmpool.com

Consolidated Chassis Management will continue to monitor the situation in an effort to minimize the impacts on its customers and other stakeholders. Consolidated Chassis Management reserves the right to modify its policy regarding per diem relief as the situation evolves.
